This was done for the purpose of establishing “The Queen’s Turtle Conservation Project” in 1979 (B.E. 2522), which subsequently became a crucial Sea Turtle Conservation Centre for the nation.

จุดเริ่มต้นของเกาะมันใน — ในฐานะศูนย์อนุรักษ์เต่าทะเลนั้น มาจากพระราชดำริอันเปี่ยมด้วยความห่วงใยของสมเด็จพระนางเจ้าสิริกิติ์ พระบรมราชินีนาถ พระบรมราชชนนีพันปีหลวง ในช่วงที่ประชากรเต่าทะเลหลายสายพันธุ์ของไทยกำลังลดจำนวนลงอย่างน่าเป็นห่วง เนื่องจากการบริโภคไข่เต่าและภัยคุกคามจากมนุษย์
ด้วยพระราชประสงค์ที่จะฟื้นฟูและเพิ่มจำนวนเต่าทะเลให้กลับคืนสู่ท้องทะเลไทยอย่างยั่งยืน พระองค์จึงทรงมีพระมหากรุณาธิคุณพระราชทาน “เกาะมันใน” ซึ่งครั้งหนึ่งเคยเป็นทรัพย์สินส่วนพระองค์ให้แก่กรมประมง (ปัจจุบันคือกรมทรัพยากรทางทะเลและชายฝั่ง) เพื่อจัดตั้งเป็น “โครงการสมเด็จฯ อนุรักษ์พันธุ์เต่าทะเล” ในปี พ.ศ. 2522 ซึ่งต่อมาได้กลายเป็น “ศูนย์อนุรักษ์เต่าทะเล” ที่สำคัญของประเทศ
การพระราชทานเกาะส่วนพระองค์เพื่อประโยชน์ในการอนุรักษ์ธรรมชาติอย่างแท้จริงนี้ จึงนับเป็นประจักษ์พยานแห่งความรักต่อทะเลไทยและเป็นแรงขับเคลื่อนให้เกิดการดำเนินงานด้านการศึกษาวิจัย การเพาะฟักไข่ และการอนุบาลลูกเต่าทะเลหายากทั้งเต่าตนุและเต่ากระ ให้แข็งแรงก่อนปล่อยกลับคืนสู่มหาสมุทรจวบจนถึงปัจจุบัน
